This album I think is like a sibling to 21 At 33, because both are quite similar to each other.
It starts with "Breaking Down Barriers", a soft rocker like "Chasing The Crown", but I think this one's weaker. It doesn't quite work musically. "The Heart In The Right Place" is an interesting song, but still doesn't get very high points. But the next song, "Just Like Belgium", is the first winner of the album. I just don't like the narration after the choruses. The album continues with great material with "Nobody Wins", a song written by Osborne and Jean-Paul Dreau. However, "Fascist Faces" is the weakest on the album. It irritates. Then we get a three piece medley, starting with "Carla/Etude", a wonderful instrumental, continuing with "Fanfare", an introduction to "Chloe", which is brilliant and ends the medley. I haven't cared much of the chorus, but the verses are totally awesome! "Heels Of The Wind" is a continuation to the strength of the previous track. It's another soft rocker but still has greatly energy in it. "Elton's Song" is beautiful. And the final track, "The Fox", is the biggest highlight on the album. It again has weaker choruses, but overall the package is absolutely wonderful. Some have said it's the best song of the eighties, and I tend to agree with that somewhat!
