I think it could be interesting. Bernie could create lyrics for someone's life, like for Ira Hayes. It could produce a great album, IMO!

No, I don't think it's a good idea. I'd rather him to keep making his music and recording his regular albums with his band.

re: Elton & Bernie concept album:
Any concept album, to work, would probably have to be deeply personal and relevant to both Elton & Bernie and that would be a tough one to imagine right now. THE CAPTAIN AND THE KID attempted, as we know, to capture EJ & BT's lives during their ups & downs in their years of fame after EMPTY SKY. It worked lyrically in a pretty good way.
Similar to a concept album in ways, would be lyrics which strongly relate to their personal lives and to the world around them. THE ONE did this to a degree; both "Simple Life" and "Runaway Train" examined the state of their lives (especially Elton's) suggesting a need to return to some more sane level of living...the runaway life train returns to a more simpler and sober life. "The Last Song" about AIDS was also very relevant to EJ and the world in 1992. "When A Woman Doesn't Want You" is about date-rape and is also a very relevant lyric for the time and for any time. "Emily" has been interpreted as a song about aging which is another relevant topic. In its way, THE ONE was filled with relevant and topical issues. I wouldn't mind at all seeing Elton & Bernie return to writing like this. "Ticking" was one of their best early attempts to write about a very powerful topic which is clearly still relevant. They have tended to avoid political/social/environmental issues (not totally, as I have just shown) but it would be nice to see them include lyrics which are relevant to the world in which they live and you and I live. This could be their concept album.
I doubt, however, that Elton wants to do this. He has mentioned before that he sees music as an escape for people to get away from the ugliness of the world. But, maybe, being a parent raising children in this world could manifest itself into songs connected to the world in which his kids are growing up. Further, at his not-so-youthful age of 70 he has just lost his mother and because of his stage in life, he will start to lose more people simply due to age. All of this makes for interesting relevant lyrics that would be important to him and which would be relatable to an audience.
Bernie could take a snapshot of where he and Elton are in their respective lives within this world and write lyrics relevant to both of them and their families. That would be a worthy concept album...
